Wendy L. Farrell, M.S.Ed., is a learning and professional development specialist, trainer, and curriculum designer with more than a decade of experience partnering with public-sector and private organizations to build practical, competency-based training that supports mission, values, and measurable performance. As a project consultant with CPS HR Consulting, she collaborates closely with subject matter experts to translate complex requirements into engaging learning experiences that strengthen supervisors, managers, and teams.

Her work spans leadership development, performance management, communication, change management, and workplace wellness, along with DEI-related topics such as inclusive culture and unconscious bias. She has delivered learning solutions for agencies and institutions including the California Department of Human Resources, California Franchise Tax Board, California Department of Industrial Relations, the California Secretary of State’s Office, and others—often supporting enterprise-wide rollouts to large, distributed audiences.
